Monticello woman arrested for menacing police officers with a knife

SULLIVAN COUNTY — Members of the Monticello Police arrested Frances Bernard, age 48, of Monticello on Thursday, September 23. Frances was charged with the felonies of Menacing a police officer or peace officer (2 counts) and Criminal possession of a weapon in the 3rd degree.

At 2:15 PM Thursday, Monticello Police responded to 18 Park Avenue in the Village of Monticello for a reported disturbance involving a female resident of the building and Frances, who did not reside there. While officers were interviewing the resident, Frances obtained a knife from her coat and then displayed it, while stating that she was going to cut and stab the other female, who was standing in a doorway behind the officers. Frances continued advancing towards the officers in an aggressive manner. Officers then grabbed Frances, disarmed her and then took her into custody.

Frances was arraigned in the Village of Monticello Justice Court before Associate Justice Leo Glass. Frances was then remanded to the Sullivan County Jail on $50,000.00 cash bail or $100,000.00 secured bond pending further court action.
