You are partially incorrect in your characterization of the House role in the Appropriations process. Appropriations bills are "supposed" to originate the House and then be passed before moving to the Senate, where after a majority vote in favor, they become an Enrolled Bill and are sent to the President for enactment or veto.

In addition, you characterize the President and 535 members of Congress as incompetent. Therefore, that characterization leads to the conclusion that the VOTERS are incompetent because they elect incompetent politicians.

On this basis, the only possible conclusion that can be drawn from this column is that the United States is screwed.
