MONTICELLO — The New York State Department of Environmental Conservation (DEC) is inviting public comment on a Brownfield Cleanup Program (BCP) application submitted by RUPCO, Inc. for the “Strong Building Site” at 430 Broadway in the Village of Monticello.
The application is now under review by the state. The Strong Building property has been proposed for entry into the BCP, which provides financial and regulatory support for cleaning and redeveloping contaminated or previously developed sites.
Residents can view the full application and related environmental documents online through the DECinfo Locator. Physical copies are also available at the Ethelbert B. Crawford Public Library, 479 Broadway, Monticello.
Public comments will be accepted through January 2, 2026. Comments can be submitted to Daniel Lanners, Project Manager, NYS Department of Environmental Conservation, Division of Environmental Remediation, 625 Broadway, Albany, NY 12233; by email at Daniel.Lanners@dec.ny.gov; or by phone at 518-402-9652.
New York’s Brownfield Cleanup Program encourages the private cleanup and redevelopment of contaminated properties, offering tax incentives and support to reduce redevelopment barriers. Since its creation in 2003, the program has assisted in the cleanup of more than 500 sites statewide, with over 550 additional sites currently active.
