Liberty man charged in multi-agency internet crimes operation

PORT JERVIS — A Liberty man was among three people arrested following a multi-agency undercover operation targeting adults allegedly seeking illegal sexual activity with children online, according to New York State Police.

Ramon Josue Lopez-Moreno, 31, of Liberty, was charged with attempted endangering the welfare of a child, a Class B misdemeanor. State Police said Lopez-Moreno was issued an appearance ticket on Aug. 15 directing him to appear in Port Jervis City Court on Aug. 24.

The arrests stemmed from a several-day enforcement detail conducted in August by State Police and a number of local, county, state and federal law enforcement agencies.

According to State Police, specially trained undercover investigators communicated online with people who believed they were speaking with minors. Investigators said the individuals then took steps toward arranging in-person encounters for illegal sexual activity.

Two other men were arrested during the operation.

Stephane Pontoizeau, 39, of Mendham, NJ, was charged with attempted second-degree rape, a Class E felony, and attempted endangering the welfare of a child, a Class B misdemeanor. He was arraigned Aug. 14 in Middletown City Court and released on his own recognizance.

Leroy Bruyn, 54, of Pine Bush, was charged with three counts of attempted second-degree rape, all Class E felonies, and attempted endangering the welfare of a child, a Class B misdemeanor. He was arraigned Aug. 15 at Orange County Centralized Arraignment and remanded to the Orange County Jail. Bail was set at $15,000 cash, $30,000 bond or $60,000 partially secured bond.

State Police said investigators are continuing to review digital evidence and conduct follow-up investigations to determine whether there may be additional victims, offenses or individuals involved.

The operation was coordinated by New York State Police and included the Port Jervis Police Department, FBI Hudson Valley Safe Streets Task Force, New York State Intelligence Center, Hudson Valley Crime Analysis Center, Rockland County Intelligence Center, Orange County Sheriff’s Office, Deerpark Police Department, Sussex County Prosecutor’s Office, Orange County District Attorney’s Office and Pike County District Attorney’s Office.

Anyone with information related to the investigation, or who believes they may have been a victim, is asked to contact New York State Police Troop F Headquarters at 845-344-5300.

The charges are accusations. All defendants are presumed innocent unless and until proven guilty in court.
