BINGHAMTON - U.S. Rep. Marc Molinaro (NY-19) today announced $32,230,000 in federal funding for community development projects in New York’s 19th Congressional District were included in the House’s Fiscal Year 2025 appropriations bills. Rep. Molinaro requested and advocated for these funds. Last year, Rep. Molinaro successfully secured $27.6 million in funding for community projects across Upstate New York through the 2024 appropriations bills.

Each year, the House Appropriations Committee collects community development project requests from Members of Congress for consideration in the upcoming appropriations bills. These requests direct funding to local government or non-profit entities to carry out specific projects that are eligible for federal support and benefit the local community.

The federal funding included in the House’s Fiscal Year 2025 appropriations bills would go toward projects that improve roadways and water infrastructure, help EMS agencies upgrade facilities, and makes public buildings and walkways ADA compliant. The funding bills must still pass the House, Senate, and be signed by the President to become law.

Rep. Molinaro said, “After bringing millions of federal funds back to Upstate New York through the 2024 appropriations bills, I’m proud to have successfully fought for another $32 million for our communities. These funds will address water quality issues, support our first responders, improve infrastructure, and make our communities more accessible for individuals with disabilities. I’m continuing my fight to get these crucial funds across the finish line for Upstate New York families, first responders, and small businesses.”

Jared Kraham, Mayor of Binghamton said, “Congressman Molinaro has prioritized critical funding to address flood resilience in the City of Binghamton. As a community historically impacted by flooding, the Moeller Street Pump Station project will invest in stormwater infrastructure to protect neighborhoods and small businesses. I thank Congressman Molinaro for making Binghamton a priority in the federal budget process. This grant is significant and so important for East Side residents.”

John P. Farrell, Jr. Chairman of West Athens Lime Street Fire District #1 said, “The West Athens Lime Street Fire District is extremely appreciative of Congressmen Molinaro’s efforts to solicit federal funds for the construction of a much -needed new firehouse within our district.  This investment will enable the co-location of district-wide emergency services, provide ample space for a larger and newly purchased fire truck, and its centralized location will aid in efficient response times during emergencies as well as ensure the operational safety of not only our volunteer firefighters but also members of our community.”

Steven Gottlieb, Chairman of the Board of Rock Hill Fire Commissioners said, “The Rock Hill Fire District, Rock Hill Volunteer Fire Department, and the Rock Hill Community are thrilled to get the $3,375,000 funding allocated by the house appropriations committee toward our fire house additions project. Without the help from Congressman Marc Molinaro and his staff getting us this funding, it would have been a great tax burden on our community. Our 60+ year old fire station can finally be updated and get the much needed space for today’s fire equipment, training, and our community’s needs. We’d like to thank the Congressman and his staff for all they do and did to make this project possible.”

Gregory Farmer, Executive Director of Otsego Land Trust said, “The Crumhorn conservation project will protect important natural resources and expand recreational and educational opportunities for area residents. Congressman Molinaro’s strong advocacy for the project will help to make it a reality.”

Martin Meaney, Mayor of the Village of Johnson City said, “The Village of Johnson City is grateful for the efforts put forth by Congressman Molinaro. The anticipated funding for the North Street reconstruction project will help to provide improved infrastructure in an otherwise disadvantaged area in the community. The project is a local environmental justice initiative as the neighborhood directly served by the infrastructure is a designated low/moderate income area. The Village aims to improve public infrastructure for all residents and sees this as an important first step.”

Jessup DuMond, Mayor of the Village of Greene said, “The Village of Greene is grateful for the support of Congressman Molinaro in our concern for keeping our water safe for our community. The funding will definitely help towards our water infrastructure replacement project.”

Scott Chamberlin, Mayor Village of Marathon said, “Congressman Molinaro comes through for central New York once again! His efforts to help the Village of Marathon in the latest round of the House Appropriations Spending Bill are greatly appreciated. This grant will go towards the funding of our aging and deteriorating waste water treatment facility. Without this type of funding, these projects are nearly impossible to fund by small, financially challenged communities such as ours. Congressman Molinaro recognizes the common plight of small rural communities and acts positively to address these issues. The anticipated $900,000 of funding allocated by the house appropriations committee towards the purchase of a new heavy rescue truck will significantly improve the response capabilities of the Hancock Fire Department which ensure will strengthening public safety.” 

A list of the requests Rep. Molinaro made and brief descriptions of the projects can be found below:

$7 million for the City of Binghamton Moeller Street Pump Station Project. The funding would be used for a new storm water pump station at an intersection of streets to carry storm water from the neighborhood to the Susquehanna River.

$4 million for the Village of Endicott Streetscape Improvement Project. The funding would be used for streetscape upgrades to improve walkability and create a safer environment for the residents/tourists.

$4 million for the West Athens Lime Street Firehouse Construction. The funding would be used for the construction of a new firehouse.

$3.37 million for the Rock Hill Fire Station Project. The funding would be used to add 2 truck bays, enlarge 4 exiting truck bays, add a radio room, chief’s room, d-con room, engineer’s room and workshop, mechanical room, commissioner’s room, and ADA bathrooms and showers.

$2.25 million for the Village of Bloomingburg Wastewater Treatment Plant & Pump Station Upgrades. The funding would be used for the replacement of the existing equipment to address station clog and overflows.

$2 million for the Otsego County Crumhorn Mountain Conservation Project. The funding would be used for the purchase and conservation of heavily forested lands and 63 acres of federal wetlands.

$1.99 million for the Village of Johnson City North Street Reconstruction Project. The funding would be used for reconstruction of North Street from North Broad Street to Lester Ave. This includes the design and construction for replacement of water, sanitary sewer, and storm sewer infrastructure, and ADA compliant sidewalks.

$1.25 million for the Town of Rockland Water District Infrastructure Upgrades. The funding would be used for land acquisition of a new site and the purchase of a new water tower. 

$1.25 million for the Village of Greene Water System Improvements. The funding would be used for investments in the water treatment/filtration system for drinking water.

$1.25 million for the Village of Marathon Wastewater Treatment Plant and Pump Station Improvements Project. The funding would be used for the replacement of existing mechanical equipment for wastewater treatment plant and pump stations.

$1 million for the Village of New Berlin Drinking Water Infrastructure Upgrades. The funding would be used for replacing the water distribution lines, putting in enhancements to the well house, pump house, and storage facilities.

$1 million for the Village of Valatie Water Filtration Project. The funding would be used for investment in the water treatment/filtration system for drinking water.

$960K for the Town of Franklin Hamlet of Treadwell Water District Repair and Mandated Upgrades. The funding would be used for upgrading and modernizing drinking water wells, water quality guards, and aging pipes.

$900K for the Hancock Fire Department New Heavy Rescue Truck. The funding would be used for a new heavy rescue truck.
