Monticello Motor Club Gets OK for Sewer Plant

MONTICELLO — After more than a year of review, the Town of Thompson Planning Board has approved the Monticello Motor Club’s application to build a wastewater treat-ment facility and collection system on its Cantrell Road property.

The board voted 5-0 on August 13, to grant final site plan approval, according to the resolution filed with the Town Clerk the next day. The system will serve multiple planned buildings on the motor club’s site, including a hotel, event center, staff housing, and other future expansions.

The decision comes after a lengthy process that began with the submission of a revised site plan and Short Environmental Assessment Form in June 2024. The board officially declared itself lead agency under the state’s environmental review law (SEQR) in July of this year. Following that, the Planning Board reviewed submissions from the club’s engineers, including updated site plans, a design report, and a supplemental environmental form specific to the treatment plant.

The system includes a new sewage treatment plant and a network of underground sewer pipes designed to collect wastewater from across the site. The pump station and 1,550-foot force main, first introduced in earlier filings, are part of that system.

According to the resolution, the Planning Board found that the project would not have a significant impact on the environment and issued a Negative Declaration under SEQR. The board also found the application met zoning requirements for site plan approval.

The approval is not final without conditions. The club must pay all fees and address any outstanding technical comments from the town engineer and Planning Board consultants. No members of the public commented on the resolution at the meeting.

The approval clears the way for the motor club to move forward with construction of the wastewater system, which is necessary to support year-round use of the site. The 400-acre property is located in the HC-2 Highway Commercial zoning district.

Board Chair Kathleen Lara signed the resolution, and the vote was recorded as unanimous, with Michael Hoyt making the motion and Christina Cellini seconding it.

The project will now move into permitting and construction, assuming all final technical issues are resolved to the town’s satisfaction.
